The letter was sent to Rabbi Yekutiel Kushelevsky (Azrieli), Rabbi of Zichron Ya'akov.
Rabbi David Baharan (1865-1946) was among Jerusalem's foremost tzadikim and rabbis. He was the youngest son of Rabbi Nachum of Shadik, and brother of Rabbi Shlomo Zalman Baharan. Disciple of Rabbi Yehoshua Leib Diskin. Earned renown as a kabalist as well as leading halachic authority; known for his meticulous observance of mitzvot and for his fear of Heaven. He was very involved in laws of mitzvoth connected to Eretz Israel.
His writings concerning the halachic measure of a revi'it are very significant for understanding the Jerusalemite custom.
