Until the first Zionist waves of immigration during the late 19th century, the Old Yishuv of the Land of Israel relied on the organized collection and distribution of charity funds. During most of the 19th century, the rabbis of the Old Yishuv, Sepahrdic and Ashkenazic alike, sent emissaries to Europe and North Africa (and later to America) to raise these funds and determine how to distribute them among the residents of the Land of Israel.
